  17. <p>     Although South Africa's blacks are still a long way from
  18. gaining political equality with whites, there are ample signs
  19. that the apartheid system is crumbling--as are the
  20. international sanctions that were erected against it. Last week
  21. Japan, following the U.S. by three months, lifted economic
  22. restrictions. A few days earlier, the Commonwealth nations
  23. decided to permit a resumption of sporting and cultural events.
  24. The changes are generally approved by the African National
  25. Congress, South Africa's leading black political group. Earlier
  26. this year, the A.N.C. gave its blessing to the resumption of
  27. certain cultural contacts, paving the way for visits by such
  28. black artists as singer Miriam Makeba and trumpeter Hugh
  29. Masekela. Since then, South Africa has been invited to field a
  30. team at the 1992 Olympics.
